DRC and Rwanda Edge Closer to Peace as Washington Hosts Landmark Agreement Talks

Efforts towards resolving long-standing tensions between the Democratic Republic of the Congo (DRC) and Rwanda have yielded initial terms of a Peace Agreement. The accord was developed during a series of peace talks mediated by the United States and observed by the State of Qatar, held this week in Washington, D.C.

On June 18, 2025, representatives from both nations signed the initial text of the agreement, in a ceremony witnessed by U.S. Under Secretary for Political Affairs Allison Hooker. The final Ministerial signing is scheduled for June 27 and will be officiated by U.S. Secretary of State Marco Rubio.

The agreement is the culmination of three days of detailed negotiations grounded in the spirit of cooperation, following the Declaration of Principles endorsed by both countries on April 25, 2025.

During the discussions, the delegations focused on core political, security, and economic issues, aiming to lay a sustainable foundation for peace.

Key components of the agreement include mutual respect for each nation’s territorial integrity and a strict prohibition of further hostilities.

It also outlines clear measures for the disengagement and disarmament of non-state armed groups, with provisions for conditional integration into national frameworks.

A central feature is the creation of a Joint Security Coordination Mechanism, based on the Concept of Operations agreed upon on October 31, 2024. Additionally, the agreement addresses the pressing humanitarian concerns caused by ongoing conflict.

It supports the safe return of refugees and internally displaced persons, guarantees humanitarian access, and proposes a regional economic integration strategy aimed at boosting prosperity and stability.

“The State of Qatar participated in these discussions to ensure complementarity and alignment between both countries’ initiatives aimed at dialogue and peace in the region,” the joint statement affirmed, highlighting Qatar’s supporting role alongside the U.S.

Both the DRC and Rwanda expressed gratitude for the diplomatic efforts by the United States and Qatar.

The joint statement emphasized appreciation “for the valuable contributions and joint efforts of the United States and Qatar as partners in advancing a peaceful resolution.”

Looking ahead, the parties anticipate a forthcoming Summit of the Heads of State in Washington, D.C., aimed at further promoting peace, regional stability, and shared economic progress across the Great Lakes region.
